Did God make bullies?

We were driving in the car the other day and out of no where Wes asks, "Mommy, did God make bullies?".  Whew...deep breath.  Heavy question from such a little boy.  I told him that God made everyone and we had a long conversation about what might cause someone to be a bully.  Man...they need to put answers to these questions in a parent handbook somewhere.  Where is that handbook anyways?!
